What are these orange and blue lights on the front for?

Rewiring a car today for a customer and wondered what these lamps on the front were originally for.
It's on a Beauford V8 wedding (kit) car.

Before indicators became 'standardised' Rolls and Bentleys had bumper mounted spots/fogs which doubled as indicators.

I seem to remember seeing a plethora of these lights amongst the decorations on Lambrettas and Vespas when they had their annual bank holiday outing to Morecambe.
I say outing to Morecambe, but the majority of them seemed to spend most of their bank holiday weekend broken down on the hard shoulder of the M6.
