Time to clamp down on stretched tyres and silly suspension?

Driving up the A90 last night I caught up with three cars, 2 old Honda Civics and an old BMW, all of which were rough looking.
The cars all had silly amounts of camber leaving only half, if not less, of the tyre in contact with the road.
It was on the concrete section of the road near Kinross where the guys slowed down to 45mph(it's a 70mph) and were steering all over the road to avoid the minor bumps in the road. This forced the traffic behind to slow down.
Pretty clear they knew their cars weren't safe on even a bumpy road.
Not long before a young guy shot past me with his Polo heading to the Forth Road Bridge. As soon as he got the bridge he had to nurse his car over the joins in the bridge due to his stretched tyres.
Surely they must drive in fear knowing their cars are dangerous even ignoring how stupid they look too?
I'm seeing these modifications are getting more common. Surely a clamp down has to happen?

I've got a bloke in work who's into lowering! He thinks the whole stretched tyre thing is stupid, but he currently drives to work and since he's lowered his car again, he now has to park up approx 1 mile from his place of work and walk as his car won't clear the speed ramps!! The rest of us do have a chuckle!

Yes I think that ridiculous 'DUB' style suspension and stretched tyres are dangerous and should be illegal but where do you draw the line? I wouldn't have all suspension modifications be illegal and it would be rather difficult to clearly legislate what is and isn't safe or sensible.
Stretched tyres is much easier though, it would be a simple task to legislate what tyre widths were acceptable on what rim widths. Stretched tyres are truly stupid and dangerous, I would definitely support points and a fine for being caught with them (though can this already happen if the law about unroadworthy vehicles is interpreted this way?).

You've got the wonder how the really extreme examples manage to stay on the road. Surely you couldn't drive something running 30 degrees of camber or tyres so stretched that you can see the bead past a police car without being pulled over?
Mind you, I always wonder the same about all the cars you see with bulbs out, too.

There is a 12 month old C63 round by me with aftermarket "bling" wheels and stretched Nankangs.
Each to their own but it was interesting the other day hearing him trying to get over the new speed bumps (the new three piece style replaceable ones)uphill in the rain the other day.
Why do people buy performance cars and make them perform less well?

Exceed an arbitrary number, pay a fine because it'll take you longer to stop if a kiddie runs out.
Double your stopping distance by sodding about with the wheels and what not and no one seems to care.
Far too much like real police work to bother with things like this. Far better to stick up more speed cameras and hope for the best.
