I expect it was recorded as being a one-off and ignored. Possibly report again but ask for the officer's details and get them to call you and tell them directly that it happens like clockwork.

Have you attempted to reason with the man about his actions? If so and it's not worked, then your civil and if I might say moral duty, is to report him.

However, if he does kill someone and that won't affect you whatsoever, knowing that you could have gone some way to preventing it, then don't bother and continue to wear the blinkers.

Can you give us a bit more information? What constitutes drunk? Has he ever had an accident? Is he a good or bad driver? Finally this duty you owe, to whom do you owe it? Me? The community? The queen?
