Are signs placed at accident spots

Going on driving course as part of work's HSE policy and the company doing the training has done some pre-work. In the web based session they claim that warning signs for example the "sharp right hand bend" sign in the following link

can only be placed there if there has been an KSI on the bend. Further if the accident had been at night the sign would be illumiated. They claim whatever the KSI it wouldn't have been due to overtaking as then the sign would have been on both signs.
First i have heard of having to have KSI to warn of dangerous - anyone care to take the assesment (they talk about the page after the photo with the 20secs to spot the hazard)and comment?
