Is the car leased or anything like that? Based on the above link, it would seem that a delay above and beyond the 14 days is acceptable if the police had to make attempts to find out the registered keeper.
It isn't quite that simple. Did you ever get a 172 declaration to complete and if so when? the COFP doesn't have to come within a fixed time, except it must be within 6 months. Is this the first communication if not what is the exact chronology
