Private plate retention question

I've searched for the forums and can see a few topics on the matter. I can't find the answer to the following questions (3 and 4):
1) I'm buying a car from a seller this week. He is keeping his private plate.
2) He hasn't retained it yet and wishes to do so. He will be completing the V317.
3) When he sends the V5 (and MOT and tax disk), can he put my details on the new keeper supplement so when the retention is completed, the V5 comes back to me with the original registration plate? Or do I have to wait for him to get the V5 back in his name with the original plate on and then send the V5 off again with my details?
4) Does he need to send the tax disk, too?

All of the retention paperwork I have says that I should not try and transfer ownership and retain the plate at the same time. For obvious reasons.
I have had to go through this myself a few times, and ALL the guidance written on the retention document tells the seller to transfer the plate first AND THEN transfer the car on the new plate.
If he sends both in together, they may just reject it, or...
Transfer the plate and return the logbook to him as it is now invalid - having the wrong registration for that vehicle, or
Transfer the ownership to you, under the private plate - so that it will be down to your goodwil to transfer the plate to him afterward.
Tax original disc was not required, when I last did this two months back, as its all electronic now, but they did want the original MOT cert.

Yes you can do it all at the same time without issue. Complete sections 6,8 & 10 on the V5C with your details. Complete section 2 on the V317 with your details, and then section 4 with the details of the previous owner if thats the details that he wants on the retention certificate. Make sure he signs on the signature box at the bottom of section 4 - a lot get returned as the box isn't highlighted very well. Submit all docs to DVLA. New log book will come back to you with the reissued number in your name in around 12 working days, new MOT & Tax disc a couple of days later, and the retention certificate will go direct to the previous owner about a week later from that.

Yes you can do it all at the same time without issue. Complete sections 6,8 & 10 on the V5C with your details. Complete section 2 on the V317 with your details, and then section 4 with the details of the previous owner if thats the details that he wants on the retention certificate. MrReg, given your occupation I think it's fair to assume you know what you're talking about. Hol mentions the retention paperwork he possesses advises no to do both at the same time. I take it this never causes issues (I know you've directly said there are no issues, just checking).

I've bought cars with private registrations twice before.
First time it wasn't done properly and the seller lost his plate - tough luck (wasn't an expensive one anyway). The plate is yours when you complete the deal and you'd only be giving him the plate back as an act of goodwill.
Second time I sent an covering letter to the DVLA clearly explaining what transfers needed to be done and what the outcome should be - I got my plate put on the vehicle, received a V5 with my personalised registration and the seller got his plate on retention all at the same time.
So it is possible, but would be so much easier to take the plate off prior to sale! In your situation you don't have anything to lose though, it's the seller's problem.

I'd estimate that around half of the transfers that we deal with are going onto vehicles where the keeper is changing at the same time - not normally a problem. I'd say it would be if doing something else like putting a different private reg on at the same time, as anything more than two things confuses the processing people! the ball ache of the reg transfer has led to me part-exing my car rather than selling privately - fortunately i got a very good part ex price otherwise i would have had to go through the confusion of trying to sell the car and transfer the reg at the same time
It's funny how you finally decide to sell your car to buy a new one (or maybe it's just me) when you know that you want to get a new car and then all of a sudden you start looking, find the one you want and then realise the pain of transferring your plate which can be a three week turnaround - meanwhile you realise that you have 3 months MOT (which will be two or less by the time you sell it), tax and a service around the corner... all on a 6 year old car (hence the part-ex!)
