Kenyan cyclists on M61

Just on BBC News:
Members of one of the Kenyan cycling teams entered in the Commonwealth Games were stopped by police on the M61. Apparently they were just headed off to the venue for their event to do a recce/practice, and were unaware of the relevant law (you can cycle on Kenyan motorways).

How would it go with Plod/Beak if you ran a cyclist or pedestrian over (let's assume they're killed) on the motorway given that they shouldn't be there?
