Camera van with 'community ??' written on it.

There was a van parked in a popular 'speed enforcement' lay by this evening. The operators were sat outside the back of the vehicle and had their camera set up on a tripod which was pointing at traffic, however the van wasn't a 'speed enforcement' van. It was a similar vehicle but had the words 'community something' on the side of it. Just wondering what it was.
