To be clear, 'chip' would be doing them a dis-service.
They're blistering and I need to take back the paint like this-

If I leave them they'll just get worse and they're too scattered to sort 'properly' without a respray- which is highly unlikely unless I'm drunk.

You have got to stop the corrosion first - no matter how well you apply paint and flat back, the rust will continue underneath.
Normally with rusty chips the bit you see is only the tip of the iceberg and the rust has often travelled a lot further under the paint - you can see spidery legs around the chip but under the paint - rust.
In answer to the original question then yes you can remove sanding marks by hand depending on what grade paper used and how well its been done. Its easy to rub through the clear coat and then it will look s
t in a different way.
