What bike advice for newbie?

Hello all
I am going to be changing jobs to one that is a 5-10 minute bike ride away rather than a 25 minute drive.
I'm looking forward to the change of job for a lot of reasons but especially looking forward to cycling in, it will save fuel, i'll enjoy the elements in the face feeling and also the fact it will be helping to maintain my fitness.
I occasionally borrow a pals spare road or mountain bike (weather dependant) and ride with him, anything from 20-40 odd miles, which I only started to do in the past year , before that I hadn't rode a bike since I was 12 - i'm 27 now. So as a result I am not clued up on most bike terms, equipment, makes etc
I am working with a pretty strict budget for a second hand bike, looking to spend as little as possible but really don't want to spend more than £200 including a recent service. I'm looking for a general all weather commuter type bike, comfy yet not heavy and therefore slow. Nothing too big framed either, i'm small of leg. Ideally i'd like to be able to keep up with my cycling friend on our rides even if he's on his road bike.
Is this do-able?

noted! Sorry I should have clarified, although the normal commute will be 5-10 minutes im also after a bike thats also suitable for the 'long route home' or nice long rides on days off. Looking to get bitten by the cycling bug! Before I started riding with my friend I've got to admit I was firmly in the anti cyclist camp mainly through ignorance.
