Notchy steering on A4

My steering seems to feel notchy lately at slow speeds on my 2008 B8, but worse at parking speeds. I can even feel it turning the wheel with the engine and ignition off, so don't think it's the pump. Does anyone have any ideas?

I'm posting on GG as feel this could be relevant to any car, and think it will get a better response

You used to be able to get an additive to pour in to help sticking racks, used it years ago so not sure what's available now, worth trying to begin with as it helped me.

Strut top bearings. Get someone to turn the wheel with your fingers on the top nut, you'll probably feel it there.
