How to set full throttle?

Hi guys,
I've been told that you set the full throttle throw at the pedal stop, but with mine backed off, my butterflies still don't open fully and the pots read 90‰. Yet I can't see anywhere on the butterflies acting as a stop, except for maybe the cable itself. Does anyone have a suggestion?
