Why can't XM715 fly?

Did a quick google but couldn't find more than videos of when it did accidently get airborne.

Is it a case of the CAA not allowing flight, like the Lightning?

Fatigue life, both xm715 and xl231 have no time left on their airframes also there are no available RR Conway engines available with any service hours left on them. Not to mention the millions of pounds it would take if the above problems didn't exist.
