I use PIAA Night Tech Bulbs in my older cars and they are brilliant (Excuse the pun!)

It is up to the individual how he modifies his car. However many such modifications as those proposed on here may not actually legal OTR.
The bulbs you are speaking of will not have been approved under the construction and use regulations for use in the cars being considered for modifcation. Which means they will not be legl OTR. They may or may not cause dazzle, regrettably passing an Mot test is not a guarantee that dazzle is not occuring.
From the many complaints on the Internet there clearly are cars with inappropriate lights fitted that are causing dazzle. Particularly with the use of HID bulbs inappropriately.
Rather like the catalyst removals and daft exhausts that appear from time to time. Not legal. Up to the individuals.

IMHO, yes they are. Like you, I came from a HID setup to a halogen vehicle and was suffering with the wishy-washy yellow tinged light :-) Had a look around on the net. Osram Nightbreaker Unlimited any good?
I've been using the NightBreakers for under a year and covered 24K miles since. No problems ,and far, far better than the default ones. I also keep a spare set of bulbs ( NB+ ) in the boot for when they finally expire. Which knowing my luck will be in the depths of winter at silly o'clock when crossing the fells.

k everyone else who doesn't like it. I'm ok jock" attitude seems to be common in this world.To the OP. Not all HID kits are equal btw. So do some research Some can work with reflector lens (as fitted to your car probably) the rest just blind everyone and DO fail MOTs for no pattern.
Much of the standard indignant replies is indeed pish, and it is repeated without a deal of thought. As far as I am aware, and I do look rather than simply presume, virtually every HID equipped car which dazzles me has standard fit lamps.
Yes you need take care when you fit HID kits and they are seldom ideal, but the problem appears to be greatly exaggerated by those who want to post in such a manner.
