Why is panel wipe removing my paint?

I've been removing some blistered stone chips recently and touching them up with BMW paint. Even after a few weeks, when I spray panel wipe onto a cloth and wipe the area black paint appears on the cloth. Is this anything to do with not using the lacquer? I'd have still thought it'd dry harder.

Most things I've read suggest not using lacquer as on chips as it can spoil the colour match when blending it in.

Will depend on the paint and panel wipe composition. Your local car paint suppliers might be able to recommend something that'll degrease but not take the paint off.
