Workstation for Premiere

It's probably a long shot but has anyone experience of specifying a windows workstation for video editing using Adobe Premiere? A friends' son is looking for a system but his budget is a bit limited. I've suggested looking at Macs with the educational discount but he doesn't seem too keen.

Does it have to be new? For the price you'll pay for a new system you could get a very high specced Mac Pro a few years old, they're a big old brute but still quick.
