Saving money on road resurfacing

Around where I live I've noticed a few roads over the course of the last few weeks being redone. It seems the technique that they use now is to save maximum money. What they have done is use one of these machines that scrape the top layer of out tarmac off. But instead of ripping the whole layer off they have ripped only half of it off, then repainted the lane markings back on.
When driving on this "new laid" road you can really feel the roughness of the surface through the car and steering wheel, not smooth at all. They had scraped the top layer off, then for a few days there was no sign of any workmen about. The loose stone road signs were still present on the side of the road the other day but not this morning. Seeing as they have now painted the road markings, I guess the work is now done.
I remember they used to remove the old tarmac completely, then resurface with new tarmac using a steam roller. Is this something that is now done nationwide?
