Diplomatic plates

See these all the time in London, what I am confused by is how varied the cars with them on seem to be. I can understand them on S-classes and bland new rental type stuff, but I keep seeing them on really obscure cars.

Saw a badly modified old E39 the other day in Peckham, M badges everywhere, badly fitted tints and what looked like a Peco exhaust.

Diplomatic plates on it.
