Noticed on by 95 Chim the cover has been sealed over with black mastic presume because of leaks into footwell. Is this normal? I know you rarely need to check level but even so!

If you are talking about the roundish (black on mine) cover on the inside of the inner wing level with the back of the break fluid resevior (three self tapping screws) then black sealent is normal.
It is to stop water from dripping onto your feet!
If it is not this that you are refering to then can you give some more details.

yes it is this cover presume I just check and re seal after each service?

Yep.
I have heard that if you put masking tape around the outside it is easier to keep the wing cleaner.
