Someone has registered a driving licence at my address!??

Last night I started tearing into the various bills, statements and other junk mail we regularly get only to realise that one of them was a full counterpart and driving licence for someone at our address. They certainly have never lived at out address in the last 20 years.
I've never seen or heard of this before and am now a bit paranoid that this is some scam or potential ID fraud and they are going to rob, rape, murder, take over my life etc. (Being a bit PH OTT and flippant here!)
What are your thoughts? Should I just 'return to sender' or involve the police / special branch?!

It sounds like fraud. I have been subjected to something very similar last month.
In my case the first I heard was from the bank, welcoming me after opening a new account which I knew nothing about. Next to arrive was a letter from Orange thanking me for setting up a Direct Debit to them for £50 a month. I immediately wrote to both of them saying "it's not me". Neither of them has had the courtesy to make any response whatsoever!! This scam is apparently done to get a "free" iPhone and then disappear.
The question remains, what personal details of mine were used to open the bank account in the first place? For instance, a fraudulent driving licence....
Apparently these scams often involve a bent postman who is supposed to intercept the obvious letter from DVLA and hand the licence to the criminals.

You have a license number, name, address, post code and date of birth.
Why not keep it and assume the identity of this chap?
You could then start calling and emailing people at random asking them to front some million pound cash transaction, or become a pimp? Everyone wants to really be a pimp. This is your moment. You can also get those leopard print car seat covers that we all secretly want.
