Some strange floating off Pembrokeshire

This picture has turned up on Facebook with much debate as to what it might be. Suggestions include a diving bell or a WW2 mine although it does appear to have modern rope tied to it. It's somewhere off the Pembrokeshire coast and apparently police and coast guard have been informed but I figured somebody here may well have a good idea.

Looks like a mine. There was plenty of WW2 activity in that area (Pembroke Dock etc).

Something to do with the oil refinery pipes and docks at Milford Haven, a buoy or an old deep water inspection diving bell? (if they have such things). Could have been lost during the storms earlier this year?

I reckon is not a mine, btw, the round flangey bits look too big and rust free (stainless?)

Some of the chromium and stainless based metals on the WW2 aircraft wrecks around here are pristine. OK they've not been in salt water, but they have been in peat, and exposed to the elements for 70 odd years.

Hitting a buoyant mine with a hammer was part of disarming them, to break the trembler switch. Fortunately I never had to it, but that's gospel, hit it with a hammer.

I'm no expert but I am going to go with the disappointingly boring option of a ships boiler. The more modern rope it could have picked up at any time and the 'eyes' will be inspection hatches for the pipework etc...

The stainless flanges aren't something you see on old mines, so I'd be going with some sort of pressure vessel.

Might be trick of the light, but from that photo it looks like it's been pretty nicely engineered. It's obviously fairly old, but it's not like a lace curtain so it must be made of decent enough metal.
