Hi, a garage sorted a rust hole in my car buy welding a plate over it. What can be done now to stop rust coming back through?

Nothing, they should have cut the old metal out and replaced it entirely.
Your only hope is to blather it in Seam Sealer and accept the fact it will come back through in a few years.

Most Cars get repaired that way though, it's much much easier and cheaper.

Nothing stops the rust other than cutting it out and welding in new metal IME, you can obliterate it with Waxoyl or similar to help it last longer though. Where is the plate?

I thought that sort of stuff stopped happening in the 80s. Get the plate ground off and the repair done properly. Rusty bits cut out completely, new metal let in and painted/sealed. Unles you aren't that bothered, in which case, I'd make sure the new outside is painted/sealed, and treat the rusty inside (if you can get at it)with rust converter then slap some paint on that.

I should hope not, a tank is a bloody big thing to be trying to put inside a car.

No you won't be able too that's the problem, all you can do is coat both side (if you can access them) with the sealer and try to prevent moisture getting in.
What sort of car is it and how long do you plan to keep it?.

Just make sure you only carry passengers with very short legs and you should be ok.

I do welding like this fairly often at work, I don't take much pride from it but nobody wants to pay for the repair to be done properly.

sounds like underseal ..as long as its covered it should keep the weather out

you could scrape it all off and start again with quality primers and seam sealer , but doesnt really sound worth the bother if it needs to last a couple of years
