Hahahahahaha what a prrrrrick.. suspension and body damage is likely to be more than the parking fine, which he will still also get....along with a recovery charge.....

Given the age of the car and how it currently looks, I don't think suspension or body damage are things that this owner will be particularly bothered about repairing.
