abondoned vehicle

Hi to all
Local counsil contact by letter that I have yo remove my abondoned car from the street. I call them back and said that I sold this car about 5 years ago, they said DVLA confirm my name as registered keeper and responsible for the vehicle, like all fines,recovery and storage cost come to me.don't need that.
I went to see it, TAX run out 3 month ago, no insurance on it, some trace of repair job, i suspect it is non runner.
DVLA need some conformation,like receipt that I sold it or so. i don't have any.police said they can not help to find the owner cos blah blah....
So can I scrap it or can I have it to put back on the road with apply a new V5?????

Maybe you could "find" the receipt that Mr Smith signed for you;)
