I know of a set of traffic lights where the signal for those who are turning right is controlled independently of those who are going straight over or turning left. Several times and most recently yesterday I have come up to these traffic lights to turn right, and stopped just before the white line as you do, and the motion sensor (or whatever it is), doesn't detect me; you can sit there for 5, 10, 15 minutes and watch the lights cycle through several times for everybody else who is going straight over or left, and everybody else coming from the 3 other directions at the junction. And to make it worse, there is something about this motion sensor where, once it hasn't detected the first person in the queue, it doesn't matter how many people come behind you, the motion sensor will not trip. Yesterday after a fair few minutes I had a queue of about 10-15 cars behind me (it was late at night or there would've been more) and I had no choice but to go through the red light. Is this legal if you believe they're faulty? It's also worth noting that when you're first in the queue, you're blocked by 2 mini traffic islands either side of you, as well as by the cars behind you.

Who do you contact to report this to? The local council?
