Reimporting A Classic Car

Hi all
Some help need please. My father has been smitten by a classic car he has seen advertised in holland. He would like some info on the legalities of reimporting it back into the uk.
It spent it's entire life from the mid 50's to the early 90's in the uk whereupon it was purchased by a Dutch collector and imported out to there. My dad has seen the V5 docs for it and gone onto the DVLA car check web page where on the box marked exported it says NO.
It's last tax and mot was in 1993 according to the official site.
Now if there's no record of it being exported what's to stop my dad insuring it on the V5 reg number and having a set of uk number plates made up with the 1993 reg on and fitting them before returning?
He's not out to con anybody, he seriously wants to make sure that he just does the correct thing and make sure he won't be liable for any extra costs.
