Snip it flush, but you'll need something like Ronseal or creosote on it afterwards.

We live in a rural area and had this a few times - my daughter's current car has had all 4 tyres replaced before any of them got near being worn out. The girls don't have any appreciation of trying to follow the swept line, and they'll dive onto the verge if another car appears.

Something like this, a little compost and you'll soon grow another.

I'd suggest rubbing it all over the tyre to make sure you grow the correct size.

Good point. I have only green fence gunk - better get black, for a perfect match
You could just hammer it in further. It can be a bit fiddly, as you can split it, but because it is thicker it will form a better seal than snipping.
