Why would anyone spend so much money to do this to a 912?
And who would pay 15k to own it now?

At least it isnt one of the lovely early 912s that has been killed, but a 70's 912E, the one with the impact bumpers and the veedubya engine. Making a 964RS lookalike out of a 912E must be one of the biggest crimes against show vs go in Porsche modifying!
Baffling as to why on earth Porsche dealer network used to maintain such a mongrel too..
If its not rusty could be a cheapish way into a backdate project for someone though, just need to find a suitable flat 6 to install and sell on the VW type 4 lump and 964 bits.
