Cheap car to beat cycling in the rain.

After some ideas of cheap transport.
Basically I live about two miles from my place of work and am after some ideas of a cheap commuting vehicle.
When the weather is nice I'm happy to dust of my mountain bike, but with the hours i do when the weather is like it is now, wet windy and not nice riding to work at 4am in shirt trousers etc is not really viable.
Yes i have my main car but its not really suitable for the short distance commute being a large diesel engine workhorse.
Ideally I just want something for the crappy days preferably cheap or no tax (electric charging not an option as street parking) even better if it would run on veg oil but must be enclosed.
I know I'm lazy but hey just after some ideas and would prefer to spend 1k or close to make viable.

This is really a case of scouring your local ads for a bargain I would have thought. We've had a range of "shed" cars over the years - astra, 205, mondeo, xantia, saab 900, audi a6, all at our below your budget. Condition and potential bills are more important than road tax IMHO in terms of total running costs.
