Has been playing dodgems on the Medway (in the fog) the investigation is on going, but one of the damaged boats is already in the Marina workshops where I am employed.

That certainly doesn't seem like an ideal way to pilot in the fog. When I do a handover on a boat, a fair few people think that if they get caught out in fog, then can just drive in with the chartplotter. That seems to be what happened here. Even with radar, on a day like that, with so much moisture in the air and with old electronics you'd struggle to see a small fibreglass boat.
