Why are people still advertising car as inc remaining tax?

I think the vast majority of people don't know of the changes. In the media I only heard snippets about the demise of the tax disc and no mention of the tax stopping on selling the car, so it's easy to see why people don't know.

I messaged a guy to give him the heads up on the new rules, who was proudly advertising "just taxed for 6months" he replied proudly, "yeah but I taxed it on the 30th Sept so it's ok"
He messaged again later, rather more sheepish after double checking with the DVLA.
I'm seeing loads of ads still with tax, some private sales I can kind of understand but I'm seeing trade ads too.

As I understand it, when someone sells their car they have to request a refund from the DVLA for any unusued (whole) months left on the vehicle's tax. This doesn't happen automatically when the V5 is sent off.
However, I bet they have automated the part that knows the new owner has not taxed that vehicle. Otherwise if the seller is ignorant of the tax changes, does not claim a refund, could the buyer avoid paying tax until the next renewal (using this site https://www.vehicleenquiry.service.gov.uk/)?
