High revver

hi folks
I am hoping someone out can shed some light on this problem
My car is 4.5 1999 model
On starting at any time even when hot ,the engine revs to about 1600 for a split second,then settles down to a nice 900 revs It is a bit embarrassing when in a busy fuel station
I cannot find any air leaks,I have cleaned the stepper motor plenty of times ,the temp sender is within range,no tight cables or loose connections.Any suggestions would be gratefully recieved

My MX5 and TVR both do this and never thought anything of it.
