Nice loose seat belt

Folks, tell me. Is the seatbelt dead?
My drivers side seatbelt has stopped retracting. It does so only slowly, if at all, and I generally drive with it flapping in the breeze. I can reach back and wind it in OK, and then its better, but the retraction is still pretty weak.
I know all about the 'don't park on a slope thing' - that was the status quo before this little event.
Any suggestions?

agree with the seat being too far back.
my experience is that you can take one side off the seatbelt unit [the bigger one if I recall], but make sure it's the CORRECT one, as the othet contains the spring and is bad news if taken off.
do not snap off any of the micro lugs that re site the cover.
clean the inside including the ball bearing and lube the inside using silicone spray, a dry lube [WD gathers salt and eventually seizes up again].
put the cover back on and ensure the seat belts are level, that ensures the ball bearing works ok.
as for more retraction, I remember a thread mentioning shortening the belt, otherwise I dunno.
