How about this?

Regarding the world cup "bidding" process, this is what I think should happen,... same with the olympics:-

Countries who wish to stage the competition, should first prove they have the necessary funding, transport infrastructure, security arrangements, stadia etc, to host such a huge event, then their names should be put in a draw similar to the lotto, and the draw should take place live in front of billions of TV viewers.

Countries that have hosted the event within the last four times would be excluded for fairness

That takes all possibilities allegations of corruption away.

Good idea , but where do the back handers fit in with this system , it will never work hehe

The current system is fine. It seems obvious to me that the country that can provide the most lavish bribes to the members of the Olympic committee / Fifa delegates are clearly the best placed financially to hold the event, and would also seem to want it more. And as desire and money are the most important factors, I don't see the problem.
