Temperature is low?

I recently fitted a new thermostat and ever since the running temperature rarely reaches the 80-90 degree mark. It only seems to get there when I am stationary for a while and then the fan cuts in as expected.
Anyone have any suggestions why this could be? When I refilled the coolant I followed the instructions in the bible to the letter. Could I have a dodgy water pump?

Does the new thermostat have a relief valve? If so, did you put the thermostat in with the little valve to the top? I've always been advised to do this - it does make a difference on some engines but I'm not sure about the Ford V6. If the valve isn't at the top it can open too early and release hot water from the block - not much but enough to affect the operating temperature by a few degrees.
