Legality of aftermarket steering wheels

Someone has just told me that aftermarket steering wheels such as those made by OMP, Momo, Sparco etc are now illegal and carry a £200 fine.

Are they right?

Any comment/correction from BiB more than appreciated.

In Pennsylvania, it is illegal to interfere with a vehicle's airbags. By replacing the steering wheel, one would obviously interfere with the airbags, thus making it illegal.

Or so says my auto mechanic father.
