How new car tax rules really are a stealth tax!
Discussion
I have just learnt how the new car tax rues really are a "stealth tax:" My elderly mother has had a nice little VW Polo 1.4 since new in 2007. In the last couple of years she has become increasingly infirm and has stopped driving. Last winter she "lent" the car to us to see if she could do without it. As such she remained the keeper but we advised the DVLA that it was kept at our address. The VED expired in Sept so I re-taxed the car for six months. By November this year my mother had come to terms with the fact she did not want to drive again. Her licence expires next month and she has decided not to renew it. On 14th Nov we advised the DVLA that the new keeper would become my wife, the keeper's address remaining the same. The net effect of this is that the DVLA de-taxed the car, refunding the balance from the end of Nov to my mum; whereas they insisted that we re-tax the car from the beginning of Nov, even though we had already paid for Nov. Therefore simply changing the keeper details between two family members in the same household "costs" you a months tax as a kind of admin charge - it all going into HM Treasury's coffers of course! I have written an email to DVLA to complain about this and got a generic reply quoting the new rules and including phrase "Any potential revenue gains are likely to be offset by more motorists receiving a refund (now automatic)." This is rubbish; it seems to me that in every time a vehicle changes keeper in this country the DVLA will skim off a months tax from the new keeper. This is particularly galling when transferring between family members!
