Back dating fine for being late

My employer is trying to fine me for being late. This isn't really the problem but they are trying to back date it before they even told us about it. Is this even legal? Do they have a leg to stand on? Do I have a leg to stand on or can they do exactly what they want?

Are you constantly late? Have you been told this will happen (the fine)?

I would be more concerned about being warned for time keeping and it being on my permanent record than being fined.

What I'm unhappy about is being fined when a rule didn't exist.
