I know for years they have been using spares from other aircraft to keep a reasonable portion of the fleet operational.
I bet the 16 is not that far off the mark

Same as every other UK RAF platform then. The point is, there are 16 GR4s modified to the highest capability standard from a fleet of 102, not that there are only 16 airworthy GR4s. The article is really serving to remind politicians that there is an SDSR looming and Tornado OSD is not far off...
