Replacing a lost driving license.

I seem to have lost my UK plastic card, can't find it anywhere. The trouble is I'm basically outside the UK most of the time, work in the US, live in the Philippines, though I still have a house in the UK, credit cards addresses there, file tax return etc etc.
How do I go about replacing the plastic bit?

I just checked out the DVLA website, replace a lost licence, but when I try to enrol in it they start asking about home phone number etc, as they want to check with 'third parties' that my identity is correct. I'm not there, and the house my license if registered too is rented out, which is a bit awkward if they phone up.I tried to change my license address, to my parents house, but to do that I need to register a 'Government Gateway Identity' on the DVLA website, but it can't identify me, won't let me proceed, unless I put in the actual address that is on the license.
So, I followed through with the whole process, to get the identity, NI number, address, passport number etc, then when I get to the end it told me I had not tried to change any details, so nothing would be saved, it kicked me out!!!! WTF????

I CAN'T change the details, or it won't accept who I am. What the hell sort of a useless web page is that?????
ETA: Just had a message that it is down for maintenance, thus not working properly........

Make sure you are on the real government website/page for this, I replaced my lost license last year on what I thought was the "genuine site" got my license etc, 3 months later there was charge on my credit card that I did not recognize.
After checking with the CC company it turns out it was a site that "assists"? with the replacement, cost me about 25-30 pounds, anyway managed to get reimbursed but took a bit of "insistence and persistence" on my part to get the money back from the assisters.
Cannot remember the name of the site unfortunately, but I do know it has to be done through the gateway thingy now.
