Who has flashing white lights on motorbike rear side mirrors

Just curious really, i witnessed a motorbike ridden at speed up behind me and that undertaking a lorry on the north bound A12 this evening

What, if any, authority has flashing white lights on their motorbikes? This would have looked like a police bike if the lights were blue, there was no police bike markings.

Or is it some loony playing at being police

Any suggestions? Google reveals nothing...

I'm curious to see if anybody comes up with answer to this because as far as I know nobody uses flashing white lights, they wouldn't stand out against all the other normal lights.

Where exactly were the lights positioned? 'rear side mirrors' is a bit confusing. My money would be on somebody has just stuck some flashing LEDs to his bike to get people's attention and claiming they aren't illegal because he isn't impersonating an emergency vehicle.

Possibly irrelevant but cyclists use flashing white lights all the time (as well as flashing red rear lights).

Now that it goes dark fairly early I think they do help them to stand out. Although some of them are bright enough to dazzle which can be a tad irritating

That authority is probably the same group of people who buy ex-police bikes and have "polite" written all over it and them!

except he is ... RVLR restricts alternating flashing white / headlights for emergency vehicles ....
