It can certainly be done, but the problem is that where the sun hits her face it's really burnt out, meaning that you can't really do much with that area.
Magic wand tool and upping the brightness on the dark side of her face is a very rough and ready way to do it.
I'm sure someone will be along with a better method soon!

Once a highlight is burnt out, you can't do anything constructive with it: darkening it just makes it go grey. The right side could be lightened a little but the best thing is to have another go and get it correct in the camera. One way of reducing the contrast between sun and shade is to use the flash as a 'fill-in'. It's a nice natural pose - I wonder if she would do it again?

Had a feeling that would be the case, looks like a 500 mile trip to return to the location, although I doubt I will catch that look of delight again.

Well you did catch it. It's not a technically perfect photo but it's a great record of a spontaneous moment of a child's life - worth infinitely more than no photo at all
