Rear seat belt mechanism

Dreaded MOT due.
Just noticed rear belt won't retract back when pulled out.
Is this an MOT failure?

Fail. If it cant restrain the occupant its not working.

Try tapping the panel into which the belt retracts whilst pulling the belt out. It usually needs a bit of slack to release!
