programming toyota keyless go fobs

I've only had one keyless entry/keyless go fob since buying my used toyota iq, and I'm starting to lose confidence in this single key's reliability.

I remember checking out how much a second key via dealership would cost and being shocked.

I found this key which is exactly like mine on ebay

If I bought this one, could it be reprogrammed for my car, and if so, is that a dealership only job? (I Could accept that the little retractable backup manual key that slides out of it wouldn't physically fit my lock)
