Assume someone had received a congestion charge penalty after forgetting to pay.

If the address on the penalty was hopelessly wrong (missing a few lines, wrong in other places and correct only in a couple) what would happen if the person said they had never received it? I imagine TFL/Capita/Ken's evil army will only correspond by post using information supplied by the DVLA. Recent correspondence from the DVLA has also been similarly incorrectly addressed (possibly delivered only due to the knowledge of the postman), despite details being correct on the V5. How they can they issue proceedings against a non-existant name and address?

I think I probably know the answer, but how would they proceed if no response was received?

You would fail to receive bigger and bigger demands until it culminated in a baliff tracking you don't and demanding 4 figures.

My advice, just pay it.

What he said. And pay by credit card. I got caught last year when I sent a cheque for payment that conveniently got "lost" in the post, doubling my fine
