Is this dodgy?

Saw X Plane on sale for not a lot here:

But it says you have to register via a VPN(not100% sure what that is) to activate on Steam.Is this a dosgy way of using 1 code for lots of people?Is it going to get me a perma ban from Steam ,thus losing a ton of cash on games?

You need to ask? It's more a question of HOW dodgy. I suspect they are eating round a region lock or similar.

You'll see just above the "Add to cart" it says "RU Activation" which means it is a region locked copy of the game.

Probably not worth the hassle.

ETA: VPN = Virtual Private Network, it will make you appear as though you are in Russia to the authentication system, you would probably have to pay a subscription to another service to activate it.
