Over revving 1.9 tdi 2000 VW Bora
Discussion
Possibly, possibly not. I'm not sure that these have a DMF do they?
OP, clutch replacement is relatively straightforward, albeit not terribly cheap. I would expect you to be looking at around the £250 - £400 price range, based on what it cost my brother to do it on a similar era Passat not too long ago.

Yep, sounds like a clutch. The whole of it will be required, plus a new DM flywheel if it's marked, blued, loose or outside axial travel limits.
Constructing a frankenclutch like the Spanish tuner below isn't sensible
The cover in this '600hp' build would be an example of what not to reinstall too.
