I took a taxi from Paddington on Thursday night at about 22:00.

It was quite chilly yet the pavement of the Edgeware Road seemed to be filled with tables and chairs and people puffing on hookah pipes.

Is this a relatively new thing?

Years and years. Of course, before the smoking ban, they'd all be indoors during winter.

True, although anywhere that has a room that can't be seen from the street you can almost guarantee indoor smoking
