Whether or not they get "banned" is academic. As it stands, the active usage of one is illegal (and let's face it - if you have one in your car, you intend to jam, garage doors nonwithstanding). You can get done for perverting the course of justice.
There was a recent thread here about this, where forces in the country are now taking pictures even if an error code is returned, and if an error code is returned on the same vehicle twice then a timely early morning visit to the perpetrator's house followed by the immediate placement of the offending vehicle on a Plod flatbed is ensued.
If evidence of a jammer is found, the offender is taken to court and charged. Evidence is given as the device in the car and the two or more photographs with error readings.

...but noone has pleaded "Not guilty" and been convicted yet.
"Perverting the course of justice" is a very dodgy charge for the alleged offence. If the Police/CPS can make that stick then they can also charge burglars with it if they closed the curtains to prevent a BiB from seeing what they are up to.
Currntly, the only possible offence being committed is "Obstructing a Police Officer in the execution of his duty".

My lawyer buddy says it would be very, very difficult to make 'Attempting to Pervert the Course of Justice (apcj)' stick in a Crown Court. Maybe that's why they feel the need for a new law. After all, if apcj enabled prosection for jamming, why would this Gov't waste parliamentary time on a new law.
As was said, the only charge which carries the possibility of success is Obstruction of a Police Officer. Ah, but many scam van operators are civvies, so that wouldn't work. Hence the need for a new law.

....and you couldn't understand why something kept beeping as you drove along. And you'd asked the garage to find the problem and they'd failed (but found lots of warranty work instead of course
). And you still kept driving into your garage door at night. 
Off topic a tad, but do the "garage door openers" fitted next to the number plate on many cars (ahem) need to be kept clean at all times to work?
I don't want to get home and get out of my car to open the gates when the car is dirty...

If its got a legitimate use that you can prove you use it for, like turning on a security light or opening a gate or other security usage etc then what can they do? I reckon they can go jump in a dungheap.
