how to proceed

Im aware most people will say apply whats to lose, but i dont want to completely waste my time.
Ive been at my current place for a year and usually to be fully trained and in a senior role requires 2 years experience. However senior positions come up very rarely at our place and i would like to stay where i am.
So i had a conversation with my boss and asked if their would be any senior positions in another year and he said doubtful. About 8 hours later he said that doesent mean i cant apply for this job. So i asked if he thinks it is too soon and he said he thinks it is and that was the end of the conversation.
How would you take this? How would you go forward, has he basically told me not to apply?

Seriously - you need to leave to grow.
Get the experience you need - then explore your options.

It does. Your boss has told you there's unlikely to be a position coming up, and in any event he doesn't believe you're ready for it should one be available.Get what you need and leave. In this case, it sounds like the additional year of training.
Take some of the 'if you can't get what you want now then leave' suggestions with a pinch of salt. Sometimes, you actually may not be ready or have the right experience ... There is nothing wrong with gaining experience where you are if it helps you towards your longer term plan. Try and understadn from the relevant hiring manager / decision-maker what gaps you have or what more you would need for them to say yes.
